If its an AC frequency converter whose nameplate indicates three phase 50Hz/60Hz or 400Hz. Then its possible to change from parallel star to series star or vice versa (RESTRAPPING) .But if the plate indicates single phase 60Hz to 50Hz frequency converter, I dont think its possible based on the 120 degrees displacement concept between phases.

You can get voltages with different phase angle displacements by using different 50Hz/60Hz frequency converter connections. It depends on how you connect your Tee from the primary of the single phase winding. A simple way is have motor-generator set where motor is single phase & generator is three phase. Run the motor on single phase & get output in 3 phase 400Hz power supplies.

These converter are used in locomotives.

Other than this, the only other way I know of is running a single phase motor coupled to a 3-phase generator. Neither option is terribly efficient, but some utilities may use these methods for customers on long single-phase lines where a 3-phase load is needed for a well or irrigation pump, depending on the frequency converter.

It is possible to power a three phase motor from a single phase power supply and using a 110V 60Hz to 220V 50Hz frequency converter to create the rotating magnetic field. Basically the capacitor banks ensures that there is a phase difference between 50Hz and 60Hz power supplies.
